Turn Key Health Clinic, LLC is a jail healthcare provider founded by Oklahoma House Majority Floor Leader Jon Echols. It has provided medical services to inmates at the Logan County Jail since 2017, when the county replaced an Illinois-based provider following complaints about a five-week absence of an onsite nurse. The county's monthly payments to Turn Key grew from an initial $17,650 to nearly $22,000 by September 2024, and in October 2024 commissioners approved expanding the contract to include mental health and psychiatric services with little public discussion of the added cost.

Scrutiny and controversies

Turn Key has faced scrutiny in other jurisdictions: a 2025 review by The Marshall Project found at least 50 deaths nationally among people in Turn Key's custody, though it did not cite any Logan County incidents. In 2019, a Logan County inmate filed pro-se litigation against Turn Key alleging a roughly sixteen-month delay in receiving needed dental care, a case that ended in a settlement with a redacted amount. A 2016 report by The Frontier described how Echols had donated to Tulsa County Sheriff Vic Regalado's campaign before requesting a change to that county's jail healthcare bidding requirements, a change Turn Key subsequently benefited from in winning that contract. Turn Key also served the Oklahoma County jail until October 2024, when its CEO cited inadequate security staffing as the reason for ending that arrangement.
