Site plan ordinance review

In 2000, Councilman Steve Knox called for updating Edmond's site plan ordinances, arguing they predated the large retail development the city was then experiencing and needed clearer standards to give both residents and developers predictable expectations. Mayor Rudkin and other councilors agreed the ordinances needed review, with the city considering hiring an outside consultant.

Development controversies

A proposed Christian Brothers Automotive facility near Danforth and Santa Fe drew organized opposition from the Orchards and Trails North homeowners associations, who circulated referendum petitions after the council's rezoning approval. The city rejected two of the petitions on procedural grounds and invalidated roughly 250 signatures, prompting the associations to appeal to an Oklahoma County district judge. The council later approved the facility's site plan over the objections of two councilors, despite a resident's objection that agreed-upon conditions, including a ban on weekend operations, were missing from the formal plan. A separate proposal for a Lowe's Home Improvement store and shopping center at Danforth and Kelly drew resident concerns about stormwater drainage and traffic before the council unanimously approved the first stage of that development.
